Elania Francisca De Souza was driving a Honda Civic west on Hill St when she ran a red light and hit a golf cart around 11 a.m.
The golf cart driver sufferred an injured knee in the incident.
Authorities arrested De Souza for not obeying traffic-control devices and not having a valid driver’s license.
